The National Assembly (NA) on November 9 adopted the Resolution on Socio-economic development plan for 2012 with the majority vote of 90.40%, which targets on inflation curbing.
The 2012 socio-economic development plan prioritizes inflation curbing; macro-economic stabilization; reasonable growth with the combination of shifting growth model and economic restructuring towards quality, efficiency and competitiveness; social welfare and better living standards; political stability; strengthened national defense, social order; enhanced diplomatic activities and international integration.
Under the plan, the NA set a target for GDP growth of around 6-6.5% in 2012. The total export turnover is expected to increase by 13%. Trade gap should be kept at approximately 11-12% which will account for less than 10% of export value.
State budget deficit should below 4.8% of the country’s GDP. Social development capital should account for around 33.5% of the country’s GDP. CPI should be brought down under 10%.
The plan sets goals of creating about 1.6 million jobs in 2012; reducing unemployment rate in urban areas to around 4% and cutting poverty rate by 2%.
Seventy nine percent of serious pollution cases should be punished and forest coverage should increase to 41%.
To realize the preset targets, the NA mapped out nine key solutions and tasks, focusing on the restructuring of the economy.
The same day, the NA also passed the Resolution on National Targeted Programs for the 2011-2015 period with 82% of votes.
In the five-year period, total fund for the realization of 16 national targeted programs will be less than VND 276,372 billion, including VND 105,392 billion from State budget and VND 19,987.5 billion from foreign partners./.
