(MPI Portal) – This is the assertion of Mr. Tomoyuki Kimura, ADB’s Country Director for Vietnam in the meeting with Mr. Bui Quang Vinh, Minister of the MPI on February 4th 2015.

Speaking at the meeting, Mr. Tomoyuki Kimura highly appreciated Vietnam, namely the MPI who completed draft of Decree on public - private partnership (PPP) investment forms and submitted it to the Government for promulgation. In order to implement PPP projects effectively, Vietnam needs to boost propaganda to improve awareness on PPP. He affirmed that  ADB is ready to coordinate with donors to support Vietnam in effective implementation of these tasks. Issue of raising human resources for the Office of PPP was also mentioned in the meeting.

Draft of Decree on PPP investment forms based on combination of Decree No. 108/2009/ND-CP dated 27^th November 2009 of the Government on investment in the form of Build – Operate - Transfer, Build – Transfer - Operate of Build - Transfer contract and Decision No. 71/2010/QD-TTg dated 9^th November 2010 of the Prime Minister issuing Regulation on pilot investment in PPP form.

The Draft aimed to unify the views and approaches in developing policies of investment attraction in PPP form in accordance with international practices and specific conditions of Vietnam, creating a clear and attractive environment for foreign investors with experience and strong finance to invest. It also create a uniform, transparent and more effective legal framework in order to further confirm the strong commitment of Vietnam Government to encourage participation of domestic and foreign private sector in infrastructural development, contributing to restructuring investment, especially public investment.

Minister Bui Quang Vinh said that the draft of Decree on PPP has been submitted to the Government and is expected to approve soon. He assessed that raising human resources for the Office and propaganda for PPP are important. The MPI issued action plan of propagating PPP in 2015 and hoped that ADB would continue to support Vietnam. Vietnam always appreciates and facilitates to attract investment projects in PPP and ODA forms, because they are very important to boost participation of non-state sector, contributing to socio-economic development of Vietnam.

The Minister said that after Decree on PPP has been issued, the Office of PPP and the MPI would propagate and guide ministries, branches and localities in selection, development and implementation of projects under PPP form. He highly appreciated ADB in active coordination with the MPI in drafting the Decree and hoped that ADB would continue to support Vietnam in terms of experience and financial resource to put PPP into practice./.
