Report on socio - economic situation of November and the first 11 months 2015

1.      Macroeconomic stabilization and inflation curbing

In the first 11 months of 2015, macroeconomic situation was stable; major economic balance was maintained, inflation was curbed at low level.

-          Consumer price index (CPI) of November increased by 0.07% over the last month and by 0.58% over December 2014; average CPI of the first 11 months by 0.64%.

-          State budget revenue and expenditure: accumulating from beginning of the year to November 15th, total state budget revenue was estimated at 807.04 thousand billion dong, equaling 88.6% of the yearly estimate; state budget expenditure was estimated at 961.9 thousand billion dong, equivalent to 83.9% of the yearly estimate.

-          FDI, ODA attraction achieved positive results: in the first 11 months, number of newly registered projects increased by 30% over the same period last year; realized FDI capital was estimated at US$ 13.2 billion, up 17.9%; total registered capital was estimated at over US$ 20.22 billion, up 16.7%. Disbursement of ODA and preferential loans of foreign donors was estimated at US$ 4.4 billion, equaling 88.7% as compared to the same period last year.

2.      Development of economic fields

-          Industrial production, especially processing and manufacturing continued growing highly: IIP of the first 11 months was estimated to rise by 9.7%, higher than the same period last years (that of 2013 by 5.6%, 2014 by 7.5%). Processing and manufacturing continued recovering significantly: IIP increased 10.1% as compared to the same period last year, higher than the increase of the same period last years.

-          Agricultural, forestry and fishery production developed stably although it faced such difficulties as the decrease of export price, stiff competitive market, impact of natural disasters. As of November 15th, there was 1,436.9 thousand hectares of winter crops harvested around the country, equaling 86.1% of the same period last year; in which, Northern provinces harvested almost done; productivity was estimated at 50.2 quintal per hectares, up 0.2 quintal per hectares as compared to the winter crop last year.

-          Service sector continued developing, purchasing power and aggregate demand rising. Total retailed sales of consumer goods and services of the first 11 months was estimated to increase by 9.4% over the same period last year; if excluding price factor, it rose by 8.3%, higher than the increase of 7.8% of the same period last year.

International visitors to Vietnam continued rising since application of regulations on visa-free entry for some European countries; they were estimated at 732.7 thousand arrivals in the first 11 months, increasing by 12.9% over the last month and by 20.4% as compared to November 2014 (that of the same period 2014 decreased 16.7%).

-          Export and import: total export turnovers was estimated at US$ 148.7 billion, up 8.3% over the same period last year; total import turnovers was estimated at US$ 152.5 billion, up 13.7% over the same period last year; trade deficit was about US$ 3.78 billion, approximately 2.5% of total export turnovers.

3.        Social welfares, health, culture and other social fields

-          Labor and employment: In the first 11 months, as much as 1.5 million jobs were estimated to create, approximately 93.8% of the yearly plan, up 2.8% as compared to the same period last year.

-          Social welfares continued to be paid attention, implemented well and achieved positive results, such as: carrying out policies for policy family and who deserve well; supporting production development and life for the poor, ethnic minorities, remote areas and objects of social protection; supporting training, counseling jobs; reviewing and amending policy on social insurance, health insurance; increasing minimum wage in manufacture and business sector and increasing wage for retirees, policy beneficiaries and low-wage civil servants...

-          Activities on culture – art, information, propaganda were implemented actively and obtained good outcomes. Planning, conservation and restoration of cultural heritage continued to be paid attention. Activities of high performance sport achieved good results in regional and international competitions.

-          Traffic safety: In the first 11 months, traffic accidents fell in 3 criteria: number of cases decreased by 11.3%, dealth toll by 3.64% and injury by 15.83% as compared to the same period last year. As much as 2,694 fire and exploision cases occurred in the country, killing 86 people, injuring 283 people and losing 876 billion dong.

Generally, in the first 11 months of 2015, the economy continued recovering and gained outcomes higher than that of the same period last year. Macro economy was stable; inflation was curbed at low level. Industrial production, including processing and manufacturing increased much higher than that of the same period last years. Despite difficulties, agricultural production developed stably. Purchasing power and aggregate demand rising highly as compared to the same period last year; international visitors to Vietnam in November continued increasing over the last month and the same period last year. Both registered and realized FDI capital rose highly as compared to the same period last year. Business and investment climate was improved markedly. Enterprises development had positive changes. Foreign affair and international integration gained achievements; social welfares continued to be ensured; political security and social order were maintained; traffic safety was strengthened.

However, the economy still faced many difficulties and challenges. Price of crude oil and export of agricultural products declined sharply, impacting on agricultural production, export and state budget revenue; production and business of domestic enterprises, especially SMEs still faced many difficulties; fire, exploision and deforestation cases remained complicated; life of people in remote areas, areas affected by natural disasters, flood and drought still had difficulties./.
