Decision No. 819/QD-BKHDT dated May 15th, 2023 by the Minister of Planning and Investment.

Article 1. Position and functions

The Department of Planning Management is under the Ministry of Planning and Investment, representing the Minister to perform the state management functions on planning.

Article 2. Tasks

1. Presiding over research, proposal, and drafting of legal documents and guiding documents on the Minister’s report planning to submit to competent authorities for approval, promulgation, or submit to the Ministry for approval and promulgation according to its authority; Presiding over advising the Ministry on mechanisms, policies and solutions to carry out the state management functions on planning.

2. Presiding over synthesizing needs and expected plans for allocating capital to medium-term public investment plans from the state budget for planning activities; Coordinating with relevant units to synthesizing needs of annual public-private plans from the state budget for planning activities.

3. Presiding over advising and assisting the Minister in preparing and adjusting national master plans and regional plans (including the preparation and adjustment of planning tasks) to submit to competent authorities for decision or approval according to regulations.

4. Presiding over advising the Minister to issue documents to provide comments on provincial plans prepared and adjusted by the People’s Committees of provinces and centrally-governed cities.

 5. Presiding over advising the Minister to appraise provincial planning tasks and evaluate planning calculations; to submit to the Prime Minister to establish an Appraisal Council for national master plans and regional plans; to submit to the Prime Minister to establish an Appraisal Council for tasks of preparing and adjusting provincial plans.

6. Presiding over the development of plans, policies and solutions to implement the national master plans and regional plans after being decided or approved by the competent authorities to submit to the competent authorities for decision or approval.

7. Presiding over publicizing the national master plans and regional plans after being decided or approved by the competent authorities.

8. Presiding over guiding, promoting, inspecting and supervising planning activities and others related to policies and resources for planning; Implementing the international cooperation on planning.

9. Presiding over the direction and implementation of planning implementation assessments periodically or unexpectedly; evaluating the implementation of national master plans and regional plans to submit to the competent authorities according to regulations.

10 Presiding over synthesizing and reporting on planning activities periodically every 5 years, annually and other unexpected reports on planning.

11. Presiding over the construction, management, operation and exploitation of the information system and national database on planning; providing information about decided or approved planning when requested, except for contents considered as the State’s secrets according to the law on protection of State’s secrets.

12. Presiding over information, popularizing, dissemination and education of planning laws; research and application of science and technology in the field of planning.

13. Coordinating with the Ministry’s affiliated units to perform relevant tasks within the management scope in the field of planning.

14. Carrying out other tasks as assigned by the Minister.

Article 3. Organizational structure

The Department of Planning Management has one Director General and some Deputy Directors General; The Department of Planning Management works under the Leader mode and Specialist mode; The Department’s staffing is decided by the Minister.

Article 4. Enforcement

This Decision comes into force since the date of signing and replaces the Decision No. 1878/QD-BKHDT dated December 21^st, 2017 by Minister of the Ministry of Planning and Investment on functions, tasks and organizational structure of the Department of Planning Management.

Article 5. Implementation responsibility

Director General of Department of Organization and Personnel, Chief of the Ministry Office, Director General of Department of Planning Management and the heads of units and organizations under the Ministry are responsible for implementing this Decision./.
