Decision No. 818/QD-BKHDT dated May 15th, 2023 by the Minister of Planning and Investment.

Article 1. Position and functions

The Department of Infrastructure and Urban Centers is an affiliated unit of the Ministry of Planning and Investment, representing the Minister to perform the state management functions on socio-economic development strategies, planning, and development investment in infrastructure and urban centers, including but not limited transportation infrastructure (road, railway, airway, maritime, inland ports, and inland waterway); information and communication infrastructure (information technology, postal, telecommunications, digital transformation, and centralized information technology zone); and construction and urban infrastructure (real estates, housing, urban areas, multi-purpose complexes, water supply and drainage, and operations of the State military agencies, public works).

Article 2. Tasks

1. Researching and compiling legal documents within the management scope of sectors and fields as assigned to submit to competent authorities for promulgation according to regulations.

2. Researching and synthesizing strategies, planning, and development plans of infrastructure and urban centers.

3. Presiding over consulting on national plans prepared and adjusted by ministries and ministerial-level agencies.

4. Presiding over and synthesizing annual and medium-term public investment plans for the sectors and fields covered by the Department (namely, transportation, operations of the State military agencies, information technology, postal and telecommunications, digital transformation, water supply and drainage, public works in urban areas) and the Ministries of Transport, Construction, Information and Communication.

5. Presiding over the appraisal of allocation plans for medium-term public investment capital from the central budget of the Ministries of Transport, Construction, Information and Communication.

6. Monitoring, inspecting and evaluating the implementation of medium-term and annual public investment plans of ministries and ministerial-level agencies within the management scope of sectors and fields in charge by the Department.

7. Researching and proposing policy mechanisms to mobilize and use legal resources, types and methods of investment to develop sectors, infrastructure and urban areas.

8. Presiding over the appraisal of investment policies, capital sources and ability to balance investment capital in projects under the Prime Minister’s approval and investment policy decisions for sectors and fields.

9. Presiding over guiding the implementation of legal regulations on investment and business for fields in charge by the Department.

10. Presiding over and coordinating with relevant units to codify and consolidate legal documents in the fields in charge by the Department according to regulations.

11. Presiding over and coordinating with relevant units to carry out inspection on plans and investments according to the Ministry’s regulations.

12. Carrying out international cooperation in the fields in charge by the Department.

13. Coordinating with the Ministry’s affiliated units to carry out relevant tasks under the management of the sector or field in charge.

14. Carrying out other tasks as assigned by the Minister.

Article 3. Organizational structure

The Department of Infrastructure and Urban Centers has one Director General and a number of Deputy Directors General; The Department of Infrastructure and Urban Centers works under the Leader regime and Specialist regime; The Department’s staffing is decided by the Minister.

Article 4. Enforcement

This Decision comes into force since the date of signing and replaces the Decision No. 1856/QD-BKHDT dated December 21^st, 2017 by Minister of the Ministry of Planning and Investment on functions, tasks and organizational structure of the Department of Infrastructure and Urban Centers.

Article 5. Implementation responsibility

Director General of Department of Organization and Personnel, Chief of the Ministry Office, Director General of Department of Infrastructure and Urban Centers and the heads of units and organizations under the Ministry are responsible for implementing this Decision./.
