Decision No. 859/QD-BKHDT dated May 15th, 2023 by the Minister of Planning and Investment.

Article 1. Position and functions

1. Vietnam Institute for Development Strategies is a scientific non-business organization under Ministry of Planning and Investment, performing the function of researching strategies and plans for socio-economic development; national and regional planning; national public investment plans; introducing, announcing and publishing research; providing public non-business services in the fields of scientific research, training and carry out consulting activities on strategy, planning and plans according to the provisions of law.

2. Vietnam Institute for Development Strategies has its legal status, seal, separate account and headquarters in Hanoi City. Funding is guaranteed by the State according to the provisions of law.

Article 2. Tasks and powers

1. Researching schemes and projects on socio-economic development strategies and plans, national and regional master plans, and public investment plans in each period.

2. Researching theories and methodologies on building strategies, planning and plans.

3. Researching and forecasting on economic development, society, science, technology, environment, sustainable development and international factors for research, develop strategies, planning and plans.

4. Criticizing projects on strategies, planning, and plans as assigned by competent authorities.

5. Managing publication and distribution of the Economy & Forecast Review (print and electronic versions).

6. Providing public non-business services:

a) Implementing scientific research programs on strategies, planning, plans and other scientific research according to the provisions of law;

b) Carrying out consulting activities on strategies, planning and plans;

c) Conducting doctoral training according to the provisions of law.

7. Implementing international cooperation in strategic research, planning, plans, and economic and social issues as assigned by the Minister of Planning and Investment.

8. Managing organizational structure, public employees, workers and assigned finance and assets according to the provisions of law and the decentralization of Ministry of Planning and Investment.

9. Performing other tasks and powers assigned by the Minister of Planning and Investment.

Article 3. Organizational structure

1. General Affairs Division.

2. International Affairs Division.

3. Division of Sustainable Development Strategies and Environment.

4. Division of Manufacturing Industry Development Strategies.

5. Division of Service Industry Development Strategies.

6. Division of Human Resources and Social Development Strategies.

7. Division of Regional Development Strategies.

8. Division of Urban and Infrastructure Development Strategies.

9. Office.

10. The Economy & Forecast Review.

11. South Vietnam Economic Studies Center.

The number of employees and number of contract workers receiving salaries from the budget is decided by the Minister of Planning and Investment.

Article 4. Leadership of Vietnam Institute for Development Strategies

1. Vietnam Institute for Development Strategies has one Director General and some Deputy Directors General.

2. The Director General and Deputy Directors General are appointed, dismissed and terminated by the Minister of Planning and Investment according to the provisions of law.

3. The Director General is the legal representative and account holder of the Institute; is responsible for managing and operating the Institute's activities; regulates the functions, tasks, powers and organizational structure of units under the Institute; submits to the Minister to promulgate the functions, tasks, powers and organizational structure of the Economy & Forecast Review and the South Vietnam Economic Studies Center; appoints, dismisses and terminates heads and deputy heads of subordinate and affiliated units according to the provisions of law and the decentralization of Ministry of Planning and Investment; develops and promulgates regulations and rules of the Institute according to regulations.

4. The Director General is responsible before the Minister and the law for all activities of the Institute.

5. The Deputy Directors General are responsible before the Director General and the law for the assigned fields of work.

Article 5. Enforcement and implementation responsibility

1. This Decision has come into force since the date of signing. Previous regulations contrary to this Decision are all annulled.

2. Director General of Department of Organization and Personnel, Chief of the Ministry Office, Director General of Vietnam Institute for Development Strategies and the heads of units and organizations under the Ministry are responsible for implementing this Decision./.

Ministry of Planning and Investment
