Decision No. 828/QD-BKHDT dated May 15th, 2023 by the Minister of Planning and Investment.
Article 1. Position and functions
Department for Local and Regional Economy is an affiliated unit under the Ministry of Planning and Investment, which helps the Minister perform state management functions on planning and investment in socio-economic development of localities and regions.
Article 2. Tasks and powers
1. Presiding over and coordinating with Department for National Economic Issues and units under the Ministry to summarize and develop 5-year and annual socio-economic development plans, summarizing and developing medium-term and annual public investment plans for localities and regions.
Coordinating with Department for National Economic Issues to guide localities to develop, monitor, evaluate and conduct monthly, quarterly, annual, mid-term and 5-year report on the implementation of socio-economic development plans and public investment plans of localities and regions.
2. Presiding over monitoring and comprehensive assessment of the implementation of socio-economic development and development investment in localities and regions. Presiding over preparing reports and act as a focal point to help Ministry leaders handle issues that arise during the process of summarizing, assigning plans and implementing local plans.
3. On developmental investment:
a) Presiding over and coordinating with Department for National Economic Issues to compile a list of public investment programs and important national projects, tasks and projects using central budget capital managed by localities under the medium-term public investment plan;
b) Coordinating with Department for National Economic Issues to develop principles, criteria and norms for allocating public investment capital from the local central budget; developing principles and criteria for capital allocation for key, large-scale, regionally linked projects that are pervasive and meaningful in promoting regional and local socio-economic development.
c) Presiding over and coordinating with Department for National Economic Issues to synthesize the total capital for public investment programs and important national projects, key, large-scale, regionally linked projects that are pervasive and meaningful in promoting regional and local socio-economic development;
d) Acting as the focal point and coordinating with units in the Ministry to synthesize the use of annual central budget provisions and supplement public investment capital during the year to perform tasks, programs and development investment projects of localities according to the provisions of law;
d) Acting as the focal point and coordinating with units in the Ministry to develop plans to use revenue increases and expenditure savings of the central budget, including the use for investment in important locally managed projects in accordance with the law;
e) Synthesizing detailed plans of medium-term and annual state budget capital plans of locally managed public investment programs;
f) Reporting on the implementation of medium-term and annual public investment plans, public investment programs and projects decided by the Prime Minister and managed by localities.
4. Presiding over the development of socio-economic development mechanisms and policies, mobilizing and using development resources to implement socio-economic development plans for localities and regions and specific mechanisms and policies of localities and regions; coordinating regional and inter-regional development.
Developing the Government's Action Program and implementation plan to implement the Resolution of the Politburo and the National Assembly on socio-economic construction and development of localities and regions.
5. Coordinating with the Department of Planning Management to develop planning tasks, national master planning, regional planning, and provincial planning; developing plans to implement national master plans and regional plans; guiding provincial People's Committees to prepare and organize the implementation of provincial planning.
6. Acting as a focal point to synthesize mechanisms and policies for ethnic groups and mountainous areas; synthesizing mid-term and annual public investment plan of the Committee for Ethnic Minority Affairs.
7. Presiding and coordinating with Department of Legislation to organize the codification and consolidation of legal documents in the field of responsibility according to regulations.
8. Coordinating with units under the Ministry to perform relevant tasks within the scope of management of the sectors or fields in charge.
9. Carrying out other tasks as assigned by the Minister.
Article 3. Organizational structure
Department for Local and Regional Economy has one Director General and a number of Deputy Directors General. Department for Local and Regional Economy works under the Leader regime and Specialist regime; The Department’s staffing is decided by the Minister.
Department for Local and Regional Economy has four functional divisions as follows:
1. Division of General Affairs;
2. Division of Planning and Regional Linkage;
3. Socio-Economic Division;
4. Division of Investment Policy and Programs and Projects.
The Director General of Department for Local and Regional Economy specifies tasks and staffing for each department within the scope of functions, tasks and staffing decided by the Minister.
Article 4. Enforcement
This Decision has come into force since the date of signing and replaces the Decision No. 1859/QD-BKHDT dated December 21st, 2017 by the Minister of Planning and Investment on the functions, tasks, powers and organizational structure of Department for Local and Regional Economy.
Article 5. Implementation responsibility
Director General of Department of Organization and Personnel, Chief of the Ministry Office, Director General of Department for Local and Regional Economy and the heads of units and organizations under the Ministry are responsible for implementing this Decision./.
