Decision No. 868/QD-BKHDT dated May 15th, 2023 by the Minister of Planning and Investment.
Article 1. Position and functions
Department of Agricultural Economy is an affiliated unit under the Ministry of Planning and Investment which helps the Minister perform state management functions on socio-economic development strategies, planning, plans, and investment in the development of agriculture, forestry, salt industry, and fisheries, irrigation, flood and storm prevention and natural disaster mitigation, and rural economy.
Article 2. Tasks and powers
1. Researching and synthesizing national strategies and planning, plans and projects for development of agriculture, forestry, salt industry, and fisheries, irrigation, flood and storm prevention and natural disaster mitigation, rural economy, exploitation and processing of agricultural, forestry, salt and fishery products; coordinating with relevant units in the Ministry to synthesize and build socio-economic development strategies, 5-year and annual socio-economic development plans for the whole country; and planning under the national and territorial planning system.
2. Presiding over research and synthesis of 5-year and annual plans, medium-term and annual public investment plans nationwide in sectors and fields: developing agriculture, forestry, salt production, fisheries, irrigation, flood and storm prevention and natural disaster mitigation, and rural economic infrastructure (building new rural areas; providing clean water and ensuring rural environmental hygiene; developing rural professions and craft villages associated with households and cooperatives; arranging and rearranging of rural population; sedentary farming, settlement, stabilization of free migration and resettlement); infrastructure for exploiting and processing agricultural, forestry, salt and fishery products (except for processing milk, vegetable oil, tobacco, flour and starch, alcohol and beverages); supporting the development of businesses investing in agriculture and rural areas.
3. Inspecting, monitoring and evaluating the implementation of strategies, planning, 5-year and annual plans, investment programs and projects (including ODA projects): reports evaluating the implementation of monthly, quarterly and annual plans; presiding over guiding the implementation of legal regulations on investment and business and propose solutions to remove obstacles and difficulties, resolving recommendations of ministries, branches and localities related to assigned sectors and fields.
4. Presiding over research and proposing mechanisms and policies for the development of industries and fields under the responsibility of the Department. Directly drafting mechanisms, policies and specific legal documents when assigned by the Ministry. Presiding over the appraisal of mechanisms, policies and draft legal documents of the sectors and fields under the responsibility of the Department.
5. Presiding over the appraisal of contents within the sectors and fields under the responsibility of the Department: Investment policies for projects under the approval and decision on investment policies of the Prime Minister; capital sources and ability to balance capital of public investment projects according to the provisions of the Law on Public Investment; national sector plans. Monitoring, inspecting, supervising and evaluating investment projects in the sectors and fields under the responsibility of the Department. Presiding over and giving opinions on technical and specialized planning prepared and adjusted by ministries and ministerial-level agencies mentioned in Clause 8, Article 2 of this Decision. Coordinating with units under the Ministry to monitor and manage the national target program for new rural construction; coordinating to build management mechanisms and arrange state-owned enterprises under the ministries, branches and fields under the responsibility of the Department.
6. Coordinating with relevant ministries and branches to research, analyze and propose to develop a list of priority projects to attract domestic and foreign investment, attracting ODA capital, preferential loans, non-refundable aid that is not part of official development assistance, Vietnam's aid to other countries, list of investment programs and projects of group A or higher using state capital, public investment programs, important projects in the sectors and fields under the responsibility of the Department. Presiding over the management of programs and projects assigned by the Ministry.
7. Researching and forecasting, collecting and systematizing economic information to serve the development of strategies, planning, and development plans for sectors and fields under the responsibility of the Department.
8. Acting as a focal point to synthesize 5-year and annual plans of: Ministry of Agriculture and Rural Development and Vietnam Farmers' Association.
9. Presiding and coordinating with relevant units to organize the codification and consolidation of legal documents in sectors and fields under the responsibility of the Department according to regulations.
10. Performing other tasks as assigned by the Minister.
Article 3. Organizational structure
Department of Agricultural Economy has one Director General and a number of Deputy Directors General; The Department works under the Leader regime and Specialist regime; The Department’s staffing is decided by the Minister.
Article 4. Enforcement
This Decision has come into force since the date of signing and replaces the Decision No. 1882/QD-BKHDT dated December 22nd, 2017 by the Minister of Planning and Investment.
Article 5. Implementation responsibility
Director General of Department of Organization and Personnel, Chief of the Ministry Office, Director General of Department of Agricultural Economy and the heads of units and organizations under the Ministry are responsible for implementing this Decision./.
