(MPI) - Minister of Planning and Investment Nguyen Chi Dung presented a report proposing amendments to several key laws, including the Public Investment Law (amended) and Law on amending the Law on Planning, Investment Law, Public-Private Partnership (PPP) Law, and the Bidding Law, while attending the Government monthly law-making session on August 24.

Minister Dung said that the Ministry of Planning and Investment has coordinated closely with relevant ministries and agencies to draft the Law on Public Investment (amended), which is designed to institutionalize pilot mechanisms and policies previously approved by the National Assembly, enhance decentralization and authority delegation, improve the quality of investment preparation, and maximize the resource utilization and execution capabilities of local governments and state-owned enterprises. The changes also aim to expedite the implementation and disbursement of Official Development Assistance (ODA) and concessional loans from foreign sponsors.
Regarding to the draft of the law on amending of the Law on Planning, the Investment Law, the PPP Law and the Law on Bidding, Minister Dung said that about the amendment of the Law on Planning, his ministry suggested refining the regulations concerning the national planning system, the relationship between different types of planning, and the financial provisions to ensure consistency and unity. Enhancements include criteria for assessing the compatibility of investment projects with urban planning when approving investment principles.
Regarding the amendments to the Investment Law, the ministry proposes increasing the decision-making authority of provincial People's Committees on investment initiatives, refining project compatibility evaluations with urban planning, and adding regulations on terminating investment projects and an investment support fund.
For the PPP Law, Minister Dung suggested policies include expanding and diversifying the sectors, forms, and methods of implementing PPP projects. The proposals aim to streamline the procedures, enhance state management decentralization of PPP projects, facilitate investment preparations, and accelerate project implementation. Resolutions for persistent difficulties and obstacles in transition BOT (Build-Operate-Transfer) and BT (Build-Transfer) projects are also highlighted.
He said, amendments to the Bidding Law are intended to address practical issues arising from the current bidding processes and procedures, and to enhance decentralization in bidding decisions.
These legislative reforms signify a strategic shift towards mobilizing all societal resources to foster rapid and sustainable economic growth, by removing existing barriers and streamlining legal procedures in investment and development projects, the minister added./.
